East Timor: Lisbon to assess aid programs, seeks improved quality

Dili, Dec. 2 (Lusa) - Portugal wants to better coordinate and upgrade the quality of its aid programs in East Timor, Lisbon's state secretary for foreign affairs and cooperation, António Lourenço dos Santos, said Monday on arriving in Dili on a fact-finding mission.

"Our aid to East Timor emerged from an emergency situation...we responded as we could, but we must acknowledge that it was somewhat disorganized", dos Santos said.

"We want to improve what we are doing, essentially from a qualitative perspective, because in terms of quantity we consider our cooperation as satisfactory, in light of our means", he added.

The aid fact-finding mission will be lead by José Luís Arnuat, adjutant minister to the prime minister, who is expected in Dili Tuesday.

Lisbon's aid evaluation team also includes the state secretary for justice, João Mota de Campos, who arrived Sunday.

Mota de Campos, in comments to Lusa, said the UN mission in East Timor was demonstrating "little interest" and "bad will" to Lisbon aid programs using the Portuguese language, which Dili has chosen as one of the country's official languages.

As an example, the official pointed to the UNMISET mission's choice of Indonesian Bahasa as the preferred language of instruction for Timorese judges and prosecutors.

Portugal's aid efforts in the justice area were being hobbled by this language option, Mota de Campos said.

The teaching and promotion of Portuguese in East Timor, a former Portuguese colony, is a major objective of Lisbon's aid programs.
