Further information on UA 153/99 (ASA 21/57/99, 6 July 1999) - Possible "disappearance"

INDONESIA Husni, aged 27

Amnesty International has learned that Husni, who "disappeared" after he was arrested on 2 July 1999, is being held by the Indonesian National Army (TNI) at the District Military Command (Kodim) in Pidie District, in the province of Aceh, northern Sumatra.

Human rights lawyers have been to Kodim Pidie, and have been allowed to see Husni and confirm that he is there, but have not been allowed to communicate with him.

Husni is being detained by the TNI for alleged involvement with the armed opposition group, Gerakan Aceh Merdeka (GAM), Free Aceh Movement. Under Indonesia's Code of Criminal Procedures, only the police - and not the TNI - have the authority to detain and question suspects.

FURTHER RECOMMENDED ACTION: Please send telegrams/faxes/express/airmail letters in Bahasa Indonesia, English or your own language:

- urging the authorities to ensure that if Husni is facing recognisably criminal charges, he is handed over to the Indonesian police in accordance with Indonesia's Criminal Code.
