Dili: The Referendum Committee (KUJP) of the Yayasan HAK human rights organization has estimated that about 3,000 to 5,000 internal refugees in East Timor have lost their identity documents during widespread violent conflict in the province since January 1999. Documentation such as national identity cards [KTP] and other official documents were lost when homes were torched.

KUJP said that the loss of such documentation would make registering to participate in the August ballot very difficult...

Ballot monitors who had visited the refugee camps said that displaced residents were very enthusiastic about registering and wanted to return to their homes to vote.

According to observers, people from Alas sub-district refuse to return to their homes without a security guarantee, and the return of other refugees to their homes.

"The living conditions of the refugees is of extreme concern," said the KUJP report...
