The International Secretariat of OMCT has received new information regarding
the case of Mr. Carlos da Costa and Mr. Carlos da Silva in Indonesia / East Timor.
Brief description of the situation:
In our appeal Case IDN/TMP 280598, the International Secretariat had expressed its
grave concern for the extra-judical executions of Mr. Carlos da Silva and Mr. Carlos da
Costa, on May 10th, during an assault in the Bucoli village in Baucau.
New information:
The International Secretariat has just been informed by the ETHRC that Mr. Carlos da
Silva has in fact disappeared. His whereabouts is unknown and it is unknown whether he has
been killed or he is being held in military custody, which raises fears about his physical
and psychological integrity.
Actions requested: Please write to the Indonesian authorities urging to:
i.- locate the whereabouts of Mr. Carlos da Silva and ensure his physical and
psychological integrity and release him immediately if no charges have been brought
against him, or if such charges exist, bring him before a competent and impartial tribunal
and guarantee his procedural rights;
ii.-effectively guarantee the freedom of opinion and expression in East Timor in
accordance with international standards.
