URGENT ACTION Progress Report 15 July 1998

VIOLATIONS: Incommunicado Detention / Torture / Extra-judicial Executions

The East Timor Human Rights Centre (ETHRC) has obtained further information about Armando da Silva, who was arrested by members of Kopassus (Special Forces Command) in Baucau on or about 10 May, 1998. (See UA 7/98 for details). Sources have confirmed that Armando da Silva was released after being subjected to torture during interrogation at KODIM 1628 (the District Military Command) in Baucau.

It is believed da Silva was forced to disclose the identity of people allegedly involved in the East Timorese Clandestine Resistance, resulting in an assault on 10 May by the Indonesian military on a house in the village of Bucoli, Baucau. During the assault, it is believed Carlos da Silva and Carlos da Costa were shot dead, while Manuel Sarmento and Graciano da Silva were seriously injured. ETHRC sources have confirmed that Manuel Sarmento and Graciano da Silva were receiving treatment at the Wirahusada military hospital at Lahane, Dili, but no further information is available about their condition.

The ETHRC is still investigating the alleged extra-judicial executions of Carlos da Silva and Carlos da Costa.
