Misrepresentation of East Timor truth commission report
Following UNMIT’s release of its human rights report last week, some
Australian journalists have mistakenly labelled the Timor-Leste truth
commission report a UN report.
The report in question - Chega! The Final Report of the Commission for
Reception, Truth and Reconciliation (or CAVR, to use its Portuguese
acronym) – is not a UN report. Chega! is the work of an East Timorese
institution and its seven Timorese Commissioners.
The misunderstanding is possibly due to the fact that CAVR was signed
into law by the UNTAET transitional administration in 2001, but, like
other initiatives at that time, this did not make it a UN institution.
CAVR’s origins derive from the Resistance umbrella organization CNRT
whose Congress in 2000 debated and endorsed the idea. Its seven
Commissioners and most of its staff were East Timorese and it employed a
uniquely Timorese community reconciliation process to deal with crimes
committed in 1999.
CAVR presented its report to then President Xanana Gusmao in October
2005 who in turn presented it to the Parliament of Timor-Leste the
following month. After dissolving CAVR in December 2005, President Gusmao
established the Post-CAVR Technical Secretariat to disseminate the Report.
The Secretariat is engaged in distributing and workshopping the Report
throughout Timor-Leste and has conducted seminars on the Report in
Indonesia and Australia.
The National Parliament of Timor-Leste is expected to debate the Report
in 2008.
